I run my proxies on a Level 2 Dedicated @ Layeredtech for $95/month, anybody (experienced or otherwise) should be able to cover that, there are so many cheap, quick and easy ways to get traffic, you can get a solid 800-1000 uniques within 24 hours of starting a proxy.
